First off, the pallete used by RA2 voxels, buildings, and infantry (unittem.pal & unitsnow.pal) are MOSTLY the same, so you can USUALLY freely use RA2 SHP's and almost definitely all RA2 VXL in TS.
The invisibility probably means something is wrong in either rules.ini or art.ini (or both ;->).
Some things, such as explosion animations, must be converted to TS pallete.
Note that PCX's are totally independant and free of an external pallete, they have their own pallete within the image file. SHP's, however, do not have their own pallete, and require an external pallete.
So here's the procedure: In the Mixer, locate the SHP you want to go from RA2 to TS, make sure the proper pallete is set (the SHP MUST look totally correct in the mixer at this point), and convert to PCX. Now select the pallete you want to convert to, and convert back to SHP. Verify that the SHP looks correct with the new pallete set.
