Where can i get XCC INI Editor & is it TS compatible

I am currently suffering with an Internal Error in my mod (Tiberian Sun Retro)
I have traced it to what seems to be the Rules.ini
I have ruled out all AI (as it happened on multiplayer)
obviously this included AIGenerals
It isnt crate powerups
It isnt prob with map(s) happens on all maps
Isnt veteracny either

Doesnt always happen, but often does around 20 to 30mins into a game. And im really stuck.... pissed off too

I was kinda hoping to use XCC INI Editor as a last ditch attempt to find any bad Tags etc
But i cant find it ? where is it ?

Also anyone got any ideas with the prob ?
