That's right.
Even though they're overpowered, Iraq is the only Soviet team which is better than the Allied teams. Libya, Cuba, and Russia don't have a chance against a top Korea or America player, so it's only common sense that Soviet players would pick a team that can do serious damage to the best tank in the game- the Mirage.
And yes, it is possible to own with Allies, but against Iraq, it's very difficult. GL.
And I'd advise you NOT to play as the other Soviet teams (Libya, Cuba, and Russia) because they are nothing compared to top Iraq and Allied players.
