Rather then using the lego program (I tried it once a while back), consider learning to use a real modeler.
A VERY nice freeware modeler is called Wings3D (www.wings3d.com). It might be hard to get used to at first but you'll find it alot faster and more powerful then virtual legos.
Once you model with that app, export a 3ds file. 3ds is just another 3d format (pov is a very poor choice for 3d data, use it for rendering only. I can't remember where but there exists a 3ds to pov converter, search it).
The use an app called 3ds2vxl to convert the 3ds to voxel. This app was done a while ago, but right now someone named stucuk is developing a new frontend for it (sorry Olaf, nobody was able to recompile your code...):
