Check on the tray icons if there's any from a firewall. If yes, right-click and select Disable (works with most firewalls).
Are you using Windows XP? If you are, check if the built-in firewall is on.
If you don't have Service Pack 2:
1. Go to Start > Settings > Network Connections
2. Double-click the connection for internet.
3. Click on Properties.
4. Go to Advanced tab.
5. Disable the "Protect my computer and network by limiting..." in the Internet Connection Firewall group.
6. Click OK.
If you have Service Pack 2:
1. Go to Start > Settings > Control Panel
2. Double-click on Windows Firewall
3. Go to the Exceptions tab
4. Click on Add.
5. After it's done searching for applications, select Red Alert 2 and click OK (if you can't find it in the list use Browse to find it)
6. Click OK.
(if that doesn't work, try disabling it. Do steps 1 and 2 and select Off, then click OK).
Remember to turn the firewall back on when you're done playing
