Erm, It already exists my friends :D

It's called GMFCore.ax, and is a binary that allows you to playback MANY unusual audio/video formats. Especially from games.

You can download it here : http://img.km.ru/bim/gravitus/GMFCore.zip

It's part of the GAP project, which aims at providing people with a vast amount of controle over game media, by means of playback and for some formats even encoding I believe ^^
