There most certainly is- I did it with RA2. After extensively ripping redundant graphics as well as frontend graphics I can live without, I got the RARed file size down to 65 mb, I suspect it can go further down as there's still some redundant "in-game" graphics.
I did just what you have in mind: I applied a no-cd crack and created a registry file. It plays online fine.
FYI Olaf: I did this because I do most of my computing away from my home PC. Also a decend connection is simply unavailable where I live.
