I have a pallete extractor that converts it to a 24bit .bmp file if you are interested. I could provide the source to you, it sound like it is the same format as the NoX .pal files anyways (of course, heh).
Granted I don't know if your version has a shading map or translation map in it as well but you shouldn't have a hard time working off of the code if you know any c++ at all.
