And have to be made from a 3D model if you want them to look good and consistent. Well, they don't have to be, but its makes making them easier

Its not really that. The game engine uses features like slopes that you really need a 3D format to use efficiently. The game it geared towards using the voxels for vehicle units. There are .shp units in the game that are counted as vehicles like the squid and dolphin and I have converted the giant ant from RA which can also be used as a vehicle. In the older CNC games where the game was geared to use sprites for units, some were still made, though the engine itself limited what could be added rather than replaced and so didn't encourage new units.
