Hope so--this would allow one to operate beyond the bounds of existing cell structures. For instance, someone might need a 2x4-cell template that doesn't already exist. (Actually I have no idea whether 2x4's exist, it was an example. You get the idea.)
You could already do this by taking the largest TMP, removing all tiles until 8 are left and moving those 8 until you've 2x4.
However, I've uploaded XCC TMP Editor 1.03 which does support insert.
