Can't u just put the hvas and vxls into the TS dir then copy the rules across to TS rules.ini + art.ini? (with a few tweaks of course!)

It's been months since I did ANY editing for c&c games, other than trying to help others like MN, so my memories real fuzzy on this, but I'm sure that's all you have to do for vehicles and air units. (takes a little more work for infantry)
