First, so that u donīt waste any time, Winamp 3 is actually WinaMP3, and it is on beta stages... so unless u want to be a beta tester u donīt nedded...
Second, i wonīt use winamp to encode IMA ADPCM .wav files cause is to slow... u should better use another tool.
I recomend you to get cooledit 2000, itīs a professional audio editor but really easy to use and it supports several formats. The free version is a demo but it doesnīt has saving restrictions so itīll be just fine... besides u can use it to really improve those sounds u want to put into the game, I know by experience (Iīm using Samuel L. Jacksonīs "Waste the mutha fuckers" for my SEAL units attack command)....
