It means that on the last day of the tournament the ladder stops reciving game reports to show the winners and the full ladder for whoever wants to save it or whatever for 24 hours.

After that perioud of time probably GMT time, The ladder will be reset and game will be count, Games playd in the time of the ladder being "Frozen" wont be counted.

Hope that makes it simpler
