Is there any stray ini files?

Did anything odd happen upon patching?

This may be caused by dud ini files, esp. rules.ini. Search and destroy any such ini files.

Try manually double-checking that all filse are wiped upon uninstall.

If none of this helps, i think there is something foul in ra2.mix. Is the cd scratched? Try installing it from the CD you don't usually used.
