Well presumably you have made the power plant's prerequisite = the new side's construction centre?
And also said which side the power plant should be for?
Make sure the following lines are definately in rules.ini

[PowerPlant] ; your power plant
Prerequisite=NewConsYard
Owner=NewSide

(obviously insert appropriate info specific to what you called the new side and cons. yard)

Then all further structures also need the new owner listed, and the new prerequisite

(If you're just reusing the existing GDI and NOD structures then simply add the new side to all Owner= lines which need it.)
