it isn't a 'dummy header'.
a voxel .vxl file contains one or more voxel 'sections'. Each voxel section has a name. Most one-section voxels (most voxels, infact) don't need to have names for sections, so they use the name 'dummy' instead. Therefore, you are editing the 'header' for the section called 'dummy'.

the first voxel editor, the one with the working-ish 3d view, had a very broken normaliser.
make sure you use the latest voxel section editor (1.6) that has reasonable auto-normals. But you still might want to do the finishing touches by hand, especially the edge voxels and any sloping surfaces.
