You'll have to place the songs file in your RA2 folder. If you already did that..than I dont know what's wrong, probably the wavs files are in differrent attributes??
I think it's supposed to be this,
22050 KHZ, PCM ,MONO 16BIT ??
Not sure I use this settigns for TS, probably different for RA2.

You'll have to create a new .mix file
Use XCC Mix Editor to do it.
