There's nothing there. the title bar says [Offline FPN FTP].

This is with ra2 running and going through the steps i did above.

If I do a "manual" login from the MF edit menu, it logs in just fine, but there doesn't seem to be any communication between mf and ra2.

The only thing I can say i've done of note on this system is install c&c generals.
