Filenames for TS should really only use the 8.3 DOS format or you can get problems I believe. Note that WW never leaves this format IIRC.

They aren't needed for the RMG. I assume TileSet0087 is the next available one at the end of the file?

Don't need this, take it out.

It could be a fault in the tile...does it display correctly in XCC mixer? are the sizes of the cells the correct size for the game (TS are smaller than RA2)?
