Sorry for the delay comp problems and some time to re-think how I was testing it.
I did find it was some thing to do with the game it self.

It seems to be a bug with in the game. If you make the tile in question type 11 it works fine. But if you change it to anther like 13 or 10 type terrain in certain circumstances (like putting the tunnel sides or some over layers next to it) it will become impassible. So it was not the tmp editor. Sorry about that.
