Normals are just shifting the RGB color of your base colour.
Your idea is correct for a static situation, but here we have 8 directions to deal with.
If you set the RGB shifts next to each other, you'll notice Gausian like curves that have their highest RGB intensity (white(255,255,255) for TS style vxls) the moment they face the virtual lightsource.

Although I don't have enough info yet to be conclusive, I see some indications that the index numbers are mirrored between the front and back side...
front+18=back (with 18 being 50% of all TS normal indexes)

I can observe what number belongs to what side, however, destilating some rules on how the normals are applied is still way too early...
