It's VXL Editor II. It says v1.4 on loading and in readme it says v1.4 on the first line or two, but it also goes on to explain the bugfixes and new features in v1.6B, so I'm a bit confused as to which version I have. It says nothing about a Beta 3, just a Beta, so I'll just dl the version you linked to. Probably newer in any case. :)
Oh, there's a filename difference in the ZIP - vxlse16.zip on this end, vs. vxlse16beta3.zip - so likely I'm using an old version. I'll check in after the download...
